Preparation steps:

1. Marinate 500g mutton with 1 cup yogurt, 1 tbsp ginger-garlic paste, 1 tsp turmeric, 1 tsp red chili powder, and salt. Rest for 1 hour.
2. Rinse 2 cups basmati rice; soak for 30 minutes.
3. In a large pot, heat 3 tbsp oil; saute 2 sliced onions until golden.
4. Add marinated mutton; cook until browned.
5. Stir in 2 tomatoes, chopped, 1 tsp garam masala, and 1 tsp cumin. Simmer until oil separates.
6. Boil rice with 4 cups water, 2 bay leaves, 4 cloves, and salt. Cook until 70% done; drain.
7. Layer mutton and rice; sprinkle with saffron-soaked milk (a pinch), mint, and cilantro.
8. Cover pot; seal edges with dough. Cook on low heat for 25 minutes.
9. Let rest 10 minutes. Gently fluff before serving.
